 Ladies and Gentlemen:

We would like to express our concern for a great number of Iranian Refugees that have been residing in Van, Turkey. It seems that the UNHCR offices of Turkey are not acknowledging the very real dangers this group faces when deported back to Iran. The lack of assistance given to this particular group is resulting in great human suffering – once deported to Iran a great portion are arrested, tortured, and/or executed.
Multitudes of refugees have fled Iran to surrounding nations. Van, Turkey has been one such destination. Many Iranian Refugees live in hiding there, often in excessive poverty. Their lives are very uncertain, as a life in hiding will be, offering little security for the present and future, and have driven many to take their own lives.

We have alerted United Nations Representatives of the consequences of the UNHCR-Turkey’s perpetual denial of refugee status for individuals and families that have fled Iran. We urge United Nations Representatives to consider the human rights implications of not acknowledging the plight of this refugee population.

We remember friends whose frustration and panic resulted in taking their own lives. Javad Azimi and Shahram Jelozadeh of Belejik, Turkey have consumed poisons to finish their dangerous lives. Ali Solaimanizadeh of Afion also made an attempt to end his life by consuming a toxic quantity of medication, but was revived. He again made an attempt to receive a referral by the UNHCR, was denied again. He made another attempt to end his life, and succeeded. The frustration and hopelessness that is the constant reality of so many Iranian refugees living in Turkey also led the hand of Kamran Farhmand, who killed himself because he foresaw no opportunity to rescue himself.

Last year we wrote you a bout Miss Halimeh Azaram, case number A-7980, is a mother of three children and was born in Iran 1970. Ms. Azaram was involved in some political activities supporting human rights in Iran, which ensued in Iranian authorities pursuing and attempting to prosecute her. She fled Iran with her children and surrendered herself to UN authorities in Turkey. She applied for refugee status, was denied, and was to be sent back to Iran. Eluding Turkish Police, Ms. Azaram and her children were forced into hiding in an undisclosed location.

Turkish authorities are in the process of forcing Mss. Azerm and her chlderen to return to Iran, where he and his wife will certainly face prosecution and/or execution.

We beseech the United Nations to consider the implications facing these families if no action is taken to protect them.

We urge the re-assessment of referral applications to the UNHCR, for the Azermi family and the many others who are denied. At present, we are told that applications to the UNHCR cannot be reconsidered, and we find this to be detrimental to UNHCR’s

Dear Ms. Ennis,

My name is Halime Azerem. My file number is A-7980. I am an alone Iranian refugee woman in Turkey living with 3 children.

Unfortunately during the interviews I could not show you a well-founded fear of being persecuted based on the five grounds contained in the 1951 convention. Therefore you closed my case.

Since your responsibility is to oversee all closed cases and assess the new elements with new evidence in such cases, I decided to write this letter to your address.

After gathering some legal knowledge and learning some principles of asylum and refugee law, I realized that I could not submit my case properly and your legal officers did not help me to do it.

First of all;

-         Although I claimed that I had just started my political activities in Iran (I had only 6 months experience), my interviewer asked me many technical and theoretical questions about my party. I believe that my unsatisfactory answers used against me in my assessment.

-         During the first interview, my interviewer did not ask about my close relatives those belonged to political parties. I am a member of a well-known political family in Iran. My brotrereher Osman Azerem has been recognized as a refugee by your office in Ankara and sent to USA. My sister Zehra Azerem has been recognized as a refugee by your office in Ankara and sent to USA. My other sister Azime Azerem has also been recognized as a refugee by your office in Ankara and sent to USA. My other brother Abubekir Azerem is a martyr. My uncle’s son (who guided me in Iran) is still a political activist in Iran.

-         Because of political activities of the above-mentioned family members and my husband, I have been arrested and questioned several times by Iran Security. I mean, if Ittilaat arrests me again in Iran, they have a lot of evidence in my file to subject me to severe punishment.

-         My husband converted to Christianity in Iran 4 years ago. Therefore his home was confiscated. We have documents.

Dear Ms. Ennis. As I claimed before, the above-mentioned subjects have not been talked or questioned during my interviews.

On the other hand, I know that I have to submit you new evidence and new elements related to my case to re-open my file.

Hereby I attached two new documents as evidence. One of them is “written warning from Islamic Revolutionary Court of Mahabad”. It was served under my name. Other document is related to confiscation of our house. My husband is in jail. Therefore, my relatives could not find these documents before to submit you as sufficient evidence.

Meanwhile, I converted to Christianity in Turkey, when my file was under consideration in UNHCR. I also attached copy of a recommendation letter from my Church. (Dated 11 May 2004).

I think there is no need to mention my risk because of conversion in this letter. It is known fact that “apostasy” is a crime and Muslims who convert to Christianity potentially face the death penalty or sever persecution in Iran. Nevertheless, Islamic Revolutionary court usually accuse such persons of “ insulting Islam”, “carrying propaganda activities against the regime” and “ ‘insulting the religion”.

Dear Ms. Ennis, I hope you consider my new elements and evidence sufficient to re-open my case and give me one more interview chance.

                                                                                                    Yours truly,

                                                                                                    Halime Azerem

                                                                                                   (A-7980)
